The new ODH operator will be directly applying CodeFlare manifests through the DSC CRD. The installation guides should reflect this pattern.

Open Question
How is V1 of the operator installed? Does it still use MCADs and InstaScales, or will it also use the rearchitected CodeFlare controller?
