Move old translation files from old Transifex project to new Transifex project

• Ensure parity with prior work done in the project

• Update project management components (teams, permissions, file access, etc)

• Update Tutor to use the translation files at openedx-translations

• Documentation pointing to the old project, now points to the new one.

• Remove translation-files located in repositories in favor of using openedx-translations

• Notify all stakeholders in a big blog post & multiple slack messages
