mkl library for xtb workers

A user recently pointed out on bespokefit tracker about the speed-up of xtb with intel mkl libraries, I think we can update our worker envs for xtb with mkl since our data generation pipeline may not have license clashes as Jeff mentioned on that issue, just using this as a placeholder for further discussion.
