I'm closing this because it isn't actionable at this time. When OGC approves an approach for vector tiles (either feature-based or render-based) we will reconsider.

Would be really nice if this was an official extension. Are we still waiting for Vector Tiles Pilot Phase 2, or is everything stuck on OGC saying that they can't make anything mvt based since mvt isn't an ogc standard?

The mvt standard says: https://docs.mapbox.com/vector-tiles/specification/
"Mapbox tools make assumptions about how vector tiles store geographic information"
but also
"Vector tiles hold no concept of geographic information"
so one could argue that since it isn't a geographic format is shouldn't have to be an ogc standard...

Now that our work on GeoPackage 1.3 is done, we intend to recharter the GeoPackage SWG. You will be pleased to know that the OGC Defense and Intelligence Domain Working Group has asked that we consider vector tiles as part of this rechartering. We'll see!
