Twitter transition to a new account.

• Set up Developer Twitter account on the new handle.
• Apply for extended status to allow the sending of Tweets via the API (new requirement)
• Verify the new credentials are working.
• Add the new Twitter account information to the code base. Clone current Twitter-related files and edit for new account to work toward parallel tweeting.
• Verify that cloned scripts will produce tweets from the current Legistar schedule and include pictures and emojis.
• Add the cloned/edited scripts as a scheduled event.
• Verify cron driven tweets (log verification done. final verification as next mtgs approach.)
• Compose a message to be sent out explaining the transition. This message will be sent multiple times - schedule to be determined.
• Build script for the transition message. (This can be manually triggered.)
• Determine schedule for transition messages near the time of auto Tweets.
• After transition, disable scripts for tweeting via old account.
