Is your feature request related to a problem?
Add automatic mechanism to GHA which asks for release approvals.

What solution would you like?
See examples: https://github.com/opensearch-project/sql-odbc/blob/main/.github/workflows/release-drafter.yml and https://github.com/opensearch-project/spring-data-opensearch/blame/8522b6031a7e2aa8e1d720a6ff7992ad91cee501/.github/workflows/release-drafter.yml#L14-L27.
It creates an automatic issue like this one to get approvals.
