Support generating SVGs from file-based catalogs

Starting with OCP 4.11, the catalogs will have a new format that should be supported for generating SVGs. This is a move away from the current SQLite format for the databases.

Some discussions on the new format can be found, i.e. OperatorHub and Red Hat Community.

Any update to include would ideally be able to dynamically detect what processing is needed and adjust its path so no additional user input is needed.
