Decode NMEA message

The new Orion B16 doesn't seem to want to go into binary mode like the old SkyTraq Venus838FLPx-L. Will now need to parse NMEA messages instead.

The pynmeagps package can handle the decoding.

All the decoded GPS data need to end up in the old OD entries and set the system time of the GPS time, just like the old binary data.

I am working on this and I've recently obtained access to OreFlat. I'm leaving this comment because I can't assign myself to this issue.
