Keep search bar fixed at the top of the screen for all apps

At the moment a few apps have the search bar fixed on top (eg phone and contacts), while other apps hide the search bar when scrolling down (eg messages and gallery).
In my opinion, it would be better to have it always fixed, also because in that bar there are menus/options that is useful to keep always visible.

Generally, it should be consistent in all apps, that's most important. Personally, I like the behavior that's now in the Gallery, that it's hiding, but a slight scroll to the top shows it again. From non-Fossify apps, I know that Gmail and Firefox work the same.

However, you can always give a choice to users. For example, Firefox lets you decide how the top bar should behave - whether to hide or stay. It could be a nice option e.g. in Thank You app.
