Request to re-allow NeighborInfo messages on the official MQTT server

NeighborInfo messages allow maps like MeshMap.net to indicate the connected-ness of the mesh. It's a useful feature I hope to see return.

I understand the amount of traffic is a concern. I think rate limiting and/or a message type QoS system could alleviate that concern.

@thebentern is this something to reconsider now that the traffic of NeighborInfo should have been significantly decreased?
