"extcrcreds" gke secret not being created

I deployed nebari on GCP. On completion of the deployment process, I am seeing the following events in K8s-

Upon listing all the secrets, I am unable to find the extcrcreds secret. I am unable to debug this, as there was no such error when running nebari deploy.

Hey, @shauryagoel, usually those can be safely ignored since our docker image registries are public. Is this blocking any workflows for you right now?

Ok, but what might be causing the issue for docker image registry being public?
I initially thought this might be causing this #2942.
