Changing green times

1. You can keep the same signal program, and change things dynamically. There could be a risk of conflicts, resulting in dark or yellow flash. This is the intention of the M0014 command: https://rsmp-nordic.github.io/rsmp_sxl_traffic_lights/1.2.1/sxl_traffic_light_controller.html#m0014. M0014 used more and more in Cph. Stockholm uses an approach where they stop the clock cycle for a while.
2. You can create a new signal program. You have full control, can test on a simulator, but it can be more complicated.

When changing signal program, you need to update documentations as well. Documentation should be though into workflows and tools.

Basic relations

SG - DL is a one-to-many relation
DL - DETECTOR is a many-to-one relation:

PROGRAM - DL is a many-to-many relation:
[PROGRAM] 0-n<----->0-n [DL]
