When considering basing the images on snapshots.ros.org (#297), the question of the handling of the Debian images came up (osrf/docker_templates#67 (comment)).

Chatting with @ruffsl we were wondering if maintaining and distributing up-to-date Debian images is something we could set aside if their usage is very low. (They could be revived if there is user demand or if their packages get synced to snapshots.ros.org).

With Dockerhub, it is hard to have a good estimate of the usage of specific tags.

@nuclearsandwich @tfoote Do you have an idea of the usage of the Debian packages? For example the Melodic/Stretch package downloads vs Melodic/Bionic? (We were thinking something similar to the data provided in https://discourse.ros.org/t/rep3-proposal-for-lunar-loggerhead/1179/8).
Would OSRF be ok with dropping these images if the usage happens to be low? Or prefer to keep them alive one way or another? (not implementing #297, adding tooling to handle both packages.ros.org and snapshots.ros.org, ...)

debian Stretch is now EOL and images based on it are retired
