tests: Remove conformance tests that rely on sc-network

The sc-network crate has drastically changed since we introduced our conformance testing between libp2p and litep2p. Instead, move these tests into their appropriate repos like substrate, and rely on other crates like https://github.com/lexnv/litep2p-perf to ensure backwards compatibility.
