If the library spec ever changes lots of people are going to have out of date code in their function. Should it not pull from a gihub repo so that everyone's library creation function stays up to date?

I assume you're referring to the bash code in the README. If so, yes, I agree with you 100%. We are hoping of introducing a spark library create command in the spark-cli that will generate the initial, official, up-to-date boilerplate for a library.
