fuzzy-tester hangs when test_cases dir empty #175

I'm running a project via pelias/docker and the test_cases directory happened to be empty.
In this case the process seems to hang forever 🤷‍♂

I just ran into this while writing up some steps for getting started with the fuzzy tester, so I threw in a quick fix in #190.
