Copyright license

The copyright license for this work is simple, and a bit complex.

The specification and the files used to produce it is not copyrighted,
as the specification is created by the Norwegian government and fall
under the exceptions in the Norwegian copyright law (§ 9) for works
not covered by copyright.  The status is expressed in
docbook/spesifikasjon.xml with the following Norwegian section:

  Denne spesifikasjonen faller inn under unntakene i åndsverkslovens
  §9, og er ikke opphavsrettslig vernet.

  Videredistribusjon og bruk i kildeformat (RST) og kompilert form
  (XML, HTML, PDF, PostScript, RTF og så videre) er tillatt både med
  og uten endringer.

So there is no copyright, thus no need for a copyright license.

In copyright terms, this is equivalent to Creative Commons Zero,
