Is it possible to not do this step?
Such that we still can use cube programmer to program/debug my code?

I am guessing that you are on Windows.
Simplest way to get around this issue is to install VM (VMware) machine and then you can switch usb between your host system and VM.
It is general problem with WebUSB implementation on Windows.
