relay support changing from binlog position mode to GTID sets mode easier

Is your feature request related to a problem? Please describe:

now, when the relay is running in GTID sets mode, we can switch it to binlog position mode by setting enable-gtid: false.

but if the relay running in binlog position mode, only setting enable-gtid: true is not enough, and we also need to update binlog-gtid in relay.meta manually.

Describe the feature you'd like:

support changing to GTID sets mode only by setting enable-gtid: true.
