For the 2020 release, the data for EBS for 2016 were included twice in dat_exploded (possibly other regions, TBD). Therefore, we should add a check to compile.R make sure all observations are unique.

Should be as easy as adding a few additional distinct() steps.

Just checked raw data files for EBS added 2/2021, this is no longer an issue.

Also just checked raw data files for AI in the 2020 release, and this is not an issue. I think it's a unique issue for EBS in the 2020 release.
