This release has a known issue. It fails to update the Kilnfile.lock when releases were already found in the cache.

It turns out some BOSH releases do not have any packages (BOSH DNS Aliases is one such release). The way HasRelease is implemented in the BOSH API library we import did not account for this behavior. So we copied their implementation and added an edge case to handle these minimal BOSH releases.
