Confirm that NPM doesn't allow installing files that begin with a dot

As a maintainer of the centralized-boilerplate package, originally when building this package I thought that NPM does not publish hidden things (files or directories that begin with a period.) I thought this was the case regardless of the exclusion method used.

This statement should be double-checked. Depending on the result will determine the next steps.
