not able to add the ploneconf.site as the backend add-on

I followed the instructions here - https://training.plone.org/mastering-plone/add-ons.html

This is how my instance.yaml looks like

I did do make build on the backend to create a new zope instance. From the logs i also see the package being installed

However on my volto UI, when i go to site setup -> add ons , i dont see this ploneconf.site add on. I restarted the volto UI too (although i shouldn't need to, right)

Any help/guidance is really appreciated. Thank you

Expand the list of add-ons! It‘s on your 3rd Screenshot.

I thought that was it but the documentation mentioned it as PLONECONF.SITE. So i got a little confused there.
