New Discussions area - for announcements and more

I'm not sure if people get notifications for these - comments welcome.
I'm hoping to use this area for announcements about major-ish changes, such as CLI updates that may break older workflows (hopefully very rare), or bumping guest versions etc. that may require some action from regular users.

Of course the other categories like Q&A are welcome to be used.
