Telecommand (5,7) can be used to trigger the generation of a report of type (5,8) carrying the list of disabled event identifiers. According to clause 8.5.2.8, the source data field of the (5,8) report consists of a repetition counter N followed by Event Definition ID repeated N times.

What should we do in the case that there are no disabled event identifiers? I can see two options:

(a) We have a source data field with repetition counter N set to zero and with no Event Definition Identifiers, or
(b) We have a (5,8) report with no source data field

Option (a) seems to be closer to the text of clause 8.5.2.8 but I am not sure whether SCOS2000 rules allow a Repetition Counter to be equal to zero.

I have entered this issue as an ECSS Change Request on 14 February 2019.
