Issue with People Picker Control

Observed Behavior

I am trying to use people picker control with the following attributes as shown below

But when I search the search results are inconsistent. Sometimes the results are displayed in the suggestions and sometimes not.

Also I noticed when the users are not displayed in the suggestion box the following error is getting logged in the developer tools "PeopleSearchService::searchTenant: error occured while fetching the users".

We are using SPFx 1.19.0.
