We want to move away from forge Java and eventually move all collections to create footprints with forge-py. This is an Epic to start that process.

Run as Feature Analysis, not doing any implementation this PI

Eventually want to run this on ALL POCLOUD collections
Someone from CICD wants to see if forge can help with their setup.

Goal to Support other file formats: shapefiles, geotiff, anything read by gdal
