Update terraform in cumulus to match image version

The cumulus deployment is linking to the terraform for RC2, but has the actual forge-py 0.3.0 release image embedded. This PR https://github.jpl.nasa.gov/podaac/cumulus-deploy-tf/pull/392 updates the terraform version to match the image version.

There are no material changes between RC2 and the 0.3.0 release that require verification. No specific collections are affected, but there's a concern the mismatch between the terraform version and image version may cause issues during the OPS deployment. This PR will resolve that concern and ensure there isn't an RC in OPS.
