[Bug] Keyboard layout selection during first time setup

I select the following keyboard layout: German (Switzerland)

When I get to the Timezone part of the first time setup, I type Zurich to select my timezone but I get Yurich because Y and Z keys are swapped, despite having selected my keyboard layout as German (Switzerland).

Once I am past the "Start using Pop os" screen, the problem disappear.

I burned the same ISO twice to verify this behaviour. I do not recall having this problem when I set up Pop os nvidia image for 21.04.
