Tiger data empty

Pretty new to postgis but I just created a container with the following:

services:
  gisdb:
    image: postgis/postgis
    restart: always
    environment:
      - POSTGRES_USER=gisadmin
      - POSTGRES_PASSWORD=somepassword
      - POSTGRES_DB=testdb
      - PGDATA=/var/lib/postgresql/data/pgdata
    volumes:
      - C:\temp\postgre:/var/lib/postgresql/data
    ports:
      - "5433:5432"

I successfully connected to the database with QGIS 3.36.0 but when I try to add tiger county or tiger state to my project as a layer, they both appear to be empty. When I try to query the database with
SELECT * FROM "tiger"."state" LIMIT 10
I get 0 rows returned. I noticed on dockerhub that postgis_tiger_geocoder is initialized, does this mean that just the tables and columns are created for this data but I need to add in the tiger data myself?
