Do we want to be proliferating more identifiers for prefixes?

The current example has IDs like pc/1, is this our desired syntax?

Ah, the syntax looks odd to me, but Michel convinced me (eventually) it would not be a crime to have (at least internally) our own identifiers for the prefixes. After all, we're pulling from several original registry sources, the prevailing prefix may drift over time, etc. I'm conflicted about it.

if you create a resource, you need to create an identifier for it. otherwise, contribute to existing systems and don't create a new resource.
