All Pages - Improper headings in Footer

While testing using the DHS Trusted Tester process, I found two heading level three (h3) headings in the footer of each page. They should be paragraphs and not heading level three (h3) because they don't have any other information under them.

Think I'm going to have to see this one on the test website before closing.

Are you removing the four agency logos/seals?
