While testing using the DHS Trusted Tester process, I found the page headings go from a heading level one (h1) to another heading level one (h1). The page should have a heading level one (h1) while the other headings should be heading level two (h2) and the heading level three (h3) in the footer should be paragraphs. There is also and empty heading level one (h1) in the main content section of the page that should be removed.
