LiDAR intensity range?

I am working on LiDAR intensity, but I am unsure of the intensity value range for the lidar_hdl64_strongest files. The range is between 4-255, is it in 8-bit? But for fog, rain, and snow conditions, the intensity should be attenuated, and most of the values are above 200. Can you give details about the LiDAR intensity range that has been reported? Is it 8-bit, 16-bit?
