Add “maintenance” section to project library

Currently our project library page shows

1. active projects at the top
2. "Archived" section at the bottom

Project cards have an "Inactive" tag for these, e.g.

The projects in our archive are not currently being worked on by PSE, but we encourage everyone to check out their findings and continue experimentation!

I'd like for us to add an additional section for projects in "Maintenance"

Description can be something along the lines of

Maintenance projects are still being monitored for bug fixes, but are not under active feature development

Projects under now under maintenance can be seen here:

These project pages should have a similar message/warning as the inactive projects, e.g..

So in terms of project statuses moving forward, we should have:

1. Active
2. Maintenance
3. Inactive

Let's please organize them in that order on the project library page

Side note @kalidiagne , I believe there's a bug - Discreetly is "Inactive" but is listed at the top in the active project section:

Perhaps at the top we should also add a section to make this clear, like the header for "Inactive"?

Something like

Active
These projects are under active development by PSE-supported teams

Maintenance
Maintenance projects are still being monitored for bug fixes, but are not under active feature development

Archived
Archived projects are not currently being worked on by PSE, but we encourage everyone to check out their findings and continue experimentation!
