The last release was mid 2021. Since then there were significant changes. We should make a new stable release:

Todos:

Finish writing Changelog
Update the book Out of date documentation for Dev #185
Check that the rustdoc is all up-to-date
meta: triage issues
fix or close Remove PubGrubError::Failure #239
fix the name of choose_package_version Remove PubGrubError::Failure #239 (comment)
merge into the release branch
mark that merged commit as a git hub release

I'll update this issue as we come closer to the release.
