Place properties notified under Sec 39A and 17(2) as a map layer

Problem: it is difficult to understand the location of properties up for conversion simple by their survey numbers or what to do if there is contention

Solution: add a map layer for Sec 39A and 17(2) with hyperlink in the legend to offer dissent

Alt: we could list the layer in the hamburger menu with just a link to the savegoa website

Context: there are 1.5 to 2.4L sqm notified each week in a written gazette and if there is no dissent in time, the matter is taken forward as planned by TCP

This will require building a few missing pieces of the puzzle:

• A plot geocoder that can return the map shape for a plot text query. Python script?
  • The input shape data for the geocode can be from available cadastral open data
• A script to use the plot geocoder on a list of construction plots to build a map layer of construction plots
• Some automation to trigger updates to the map layer when required

Once these pieces are in place, we will have a general solution to creating map layers from an input spreadsheet of plot numbers which can be updated on demand.
