Add vector data for Eco Sensitive Zones and Coastal Regulation Zones

Is your feature request related to a problem? Please describe.
Eco Sensitive Zones and Coastal Regulation Zones are useful data to show as they affect where construction can and cannot take place. I think a vector version of the data might allow some analysis which was not possible with the previous version of the data.

Describe the solution you'd like
Add them to the map at the very least. Identify problematic places automatically if possible.

None.

Additional context
The data has very recently been found at Parivesh/Bharatmaps. I am starting an issue to let it be known that it is available.
