Add docker compose plugin

First, this is a useful add-on for pyinfra.
So thanks.

Second, I really miss docker-compose plugin in this pacakges. Would you accept a PR for that?

Any guidance if the docker compose plugin should just be added to the list of plugins or should be
a parameter that adds it optionally?

Maybe add it to a global constant like DEFAULTS
