Unable to develop application on MacOS

This is an open issue on the repository due to the inability of some of our Capstone developers to work on the project due to an issue with @nestjs/ng-universal not running correctly on MacOS, both Intel and Apple silicon.

Until a solution is found, we're using Vagrant to host minimal Linux development environments for use of docker at the moment. This is a dirty solution and we're hoping it won't last for too long.
