The client is working on French pie charts using the Highcharts editor, but it looks like they are having encoding problems with their CSVs changing characters into question marks:

Source CSV is attached -- this isn't such an extreme issue as the client has had success in simply pasting directly into the editor. It is only when referencing the CSV directly that the encoding issue occurs.

We will ensure documentation insists that imported files are in UTF-8 encoding (can be done via Notepad++ in the Software Center)
