This is a big issue, so narrowing here to an agreement about what items to include, what charts/data-viz is to be included.

In particular:

will there be a publish button?
will any of this page be public facing?
will any public-facing page require any interactivity?
will any KPI report page for clinicians require any interactivity?

Actually seeing this is possibly a duplicate of #27 - I will leave this for the moment, but it is likely they two issues will close together.
