[Administrative] Creating default community health files #133

Could we maybe explore having default contributing/security/support/etc. files for all Readium repos?

This is documented in “Creating a default community health file” and each project can override this default if needed.

On top of it, it’s now also possible to set templates for issues/feature requests in repos.

Notes from meeting:

Looking for a simple template for issues. To encourage use.
Get inspired by other open source projects.
Agreed that we are interested, but need bandwidth.
Create a .github repo with these files.
Start with issue templates.
