discuss switching to pre-commit.ci github runner

Mostly just a placeholder for discussion on https://pre-commit.ci/

The existing github action https://github.com/pre-commit/action is in maintenance mode only. Although it performs fine, there are other features like automated PRs for fixes and revision updates of hooks that could be useful and reduce the burden on devs.

why https://pre-commit.ci/#features:

• no configuration (well really you have to enable it on your group and project but no github action commits to repo)
• auto fixing pull requests
• auto updating PRs of versions
• better performance (thru caching)
• always free for open source: https://pre-commit.ci/#pricing

alternatives:

• keep existing pre-commit action (in maintenance only mode) https://github.com/pre-commit/action
• use pre-commit.ci.lite: https://pre-commit.ci/lite#differences-with-full-version
  • lose caching, and auto rev updates
• write new github action with features desired
