Add fields for environment variable that override intelij

Create the environment variable field in the layout, so, if you need to, just add an environment variable to overwrite the existing one in each webstorm config

Not a thing that is easy to implement at this moment. I'll leave it open at this moment, but wanted to let you know it might not come any time soon.
