How to calculate SR cost

Hi,
I am trying to understand how the function "get_SR_cost_for_instrument_forecast" in systems/accounts/account_cost.py works.
It returns transaction_cost + holding_cost,but in the calculation of transaction_cost,when we use "get_SR_cost_given_turnover",it seems also calculate holding_cost.
It seems holding_cost is counted twice in the total SR cost.I am a little bit confused, am I misunderstanding something?I set use_pooled_costs as False and use_pooled_turnover as True,following the recommedation in backtesting.md
