interactive_controls: auto_update_spread_costs doesn't handle zero spreads well #1478

Change: If no trade data but sampled spread is zero (which is probably bad data), should skip since can't get accurate estimate

Bug: doesn't play well if estimates are zero (inf division) - should skip.
