hde was bumped to 3.0.0 in #1523, but we did not have any successful Windows package generation since then.

We are in process of acquiring more space, but probably this will not happend in the next days. So probably we need to cleanup some space in robotology to permit the job to work fine.

For reproducibility, it is better not to remove packages. However in this case, while we wait to buy more space, I removed some old packages with a low download count, and I backed them up in https://github.com/robotology/robotology-superbuild-dependencies-vcpkg/releases/tag/storage-conda . This should give us some space to upload new packages.
