migration 2 rocky failed

I tried to upgrade my CentOS 7 to 8, then migrate to rocky. It seems upgrade to CentOS 8 was completed (maybe with some errors):
$ cat /etc/redhat-release
CentOS Linux release 8.5.2111

After trying to migrate to rocky I faced the following error:
$ sudo ./migrate2rocky.sh -r
Errors found in dnf/rpm database. Please correct before running migrate2rocky.

An error occurred while we were attempting to convert your system to Rocky Linux. Your system may be unstable. Script will now exit to prevent possible damage.
