Describe the bug
The scheduled download time is 4 am, even though from the UI, it's set at 11:30 pm.

  1. We need to clarify that the user is entering the input in Central Time. (This will need to be changed in the future to support different timezones)
  2. The scheduler always picks up the environment variable, not the user input. The user input must override the environment variable, which is the default value.
